The 2022 National Expenditure Program (NEP) documents the spending priorities of the Philippine government for the coming year. It is intended to provide an efficient, effective, and equitable use of public resources to attain development objectives, which include helping the country's vulnerable sectors mitigate the economic and social impacts of the COVID-19 pandemic. The Philippine government allocated a total of P4.506 trillion for its 2022 budget, with the following allocations:
Education
Education is seen as the great equalizer, and thus, the Philippine government has taken steps to make it a priority in the 2022 budget. The budget allocates P806.7 billion for the Department of Education, which accounts for 17.8% of the total budget. Of this budget, P504.3 billion is allocated to the Basic Education Sector, P250.3 billion to Higher Education, P43.3 billion to Technical Education and Skills Development Authority (TESDA), and P8.9 billion to State Universities and Colleges (SUCs). This was done to ensure that Filipinos will have access to quality education even during the pandemic.
Infrastructure Projects
Infrastructure projects are a key component of the Philippines' development. The budget allocated P1.209 trillion for infrastructure projects, accounting for 26.8% of the total budget. Of this amount, P687.7 billion will be allocated to the National Government, P265.2 billion to the Local Government Unit, and P255.7 billion to Public-Private Partnership programs.
Social Services
Social services are intended to advance the welfare of certain vulnerable sectors. The budget allocated P655.7 billion for social services, accounting for 14.5% of the total budget. This includes various programs such as PhilHealth, Social Amelioration, Pantawid, and Unconditional Cash Transfers. It also includes programs for housing, education, and health.
National Defense
National defense is essential to ensure the safety and security of the nation. The budget allocated P227.3 billion for national defense, which accounts for 5.0% of the total budget. This includes the allocation for the Armed Forces of the Philippines and the Philippine National Police, as well as for the country's defense production and development.
Debt Servicing
Debt servicing is necessary to ensure that the country's debt is paid on time. The budget allocated P681.2 billion for debt servicing, which accounts for 15.1% of the total budget. This includes debt payments, interest payments and the costs of inter-agency transfers related to borrowing.
The 2022 budget reflects the Philippine government's commitment to providing equitable access to quality services and resources for all Filipinos. Through careful planning and wise management of resources, it aims to promote development, reduce poverty and inequalities, and ensure a better future for all.
